Overview of the Panel of Psychiarists
The Panel of Psychiatrists (“Panel”) will be established on 31 December 2025 to safeguard the objectivity and quality of psychiatric expert evidence in criminal proceedings in Singapore.
Under this regime, only psychiatrists who are members of the Panel may give expert evidence on any matter concerning psychiatry in criminal proceedings in Singapore.[1]
Applications for appointment to the Panel are determined by a Selection Committee, which comprises a Supreme Court Judge, a District Judge, and a public officer nominated by the Minister for Health.

[1] There is a transitional phase after 31 December 2025 where psychiatrists may still give expert evidence in criminal proceedings if certain circumstances apply. Please refer to the Frequently Asked Questions.
