Foreign-registered psychiatrists
This page provides answers to frequently asked questions about foreign-registered psychiatrists.
To be appointed to the Panel of Psychiatrists ("Panel"), a foreign-registered psychiatrist must have a certificate of good standing ("COGS") issued:
by the medical council or licensing authority of each of the overseas jurisdiction that he or she is registered in, and authorised to practise, as a psychiatrist at time of the application; and
in the 3 months before or after the date of application for appointment to the Panel.
(1) What is the reason for this timeframe?
This ensures that the COGS is both current and submitted in a timely manner.
(2) How is the timeframe applied?
To illustrate: If the application for appointment was submitted on 1 June 2026, the COGS must have been issued by the relevant medical council or licensing authority of the foreign jurisdiction(s) between 1 March 2026 and 31 August 2026.
(3) Where must the COGS be obtained from?
The COGS must be obtained from the relevant medical council or licensing authority in the jurisdiction where the applicant is registered and authorised to practise as a psychiatrist at time of the application.
If the applicant is registered and authorised to practise as a psychiatrist in multiple jurisdictions, the applicant has to obtain a COGS from each of these jurisdictions.
(4) How should the COGS be submitted to the Selection Committee?
The applicant has to arrange for the COGS to be sent by the foreign medical council or licensing authority to the Selection Committee directly via email to Secretariat@psychpanel.gov.sg.
Please note that the Selection Committee will not be responsible for any payments incurred arising from requests for the COGS.
(5) What should the COGS contain?
The COGS should contain the following information:
Date of issue of the COGS
Full name of the registered medical practitioner
Registration number or any identification number issued by the foreign licensing authority
Registration type (e.g. full registration, general registration etc)
Date the applicant is registered as a psychiatrist in that country
That no proceedings have been taken or are pending against the applicant
Any other relevant information about the applicant’s fitness to practise as a psychiatrist or medical practitioner
Name, designation and signature of person authorised by the licensing authority for the issuance of the COGS
(6) What if the psychiatrist is unable to arrange for the COGS to be issued within 3 months after the date of the application?
The Selection Committee will not be able to appoint the psychiatrist until it receives the COGS.
If the COGS is issued more than 3 months after the date of the application, the psychiatrist will have to resubmit an application to the Selection Committee.
